Alabama Legislature
passed the toughest law on
immigration of any in the
United States. Legislators
had heard for years
constituents’ complaints
about the high cost of social
services and the high crime
rate that illegal immigrants
brought to Alabama.
Constituents were correct
in asserting that something
had to be done. No one had
any intention of creating the
problems that resulted from
the new immigration law,
complications that arose
even before September 1,
the date it became effective.
Farmers and agribusiness
owners across Alabama have
contacted this department
to express their dismay
in losing the bulk of their
workers. The immediate
result has been devastating
to many farms, cotton gins,
nurseries, poultry processors
and others in the agriculture
industry.
Many of these businesses
depend on hard-working
laborers, many of whom
have left the state seeking
opportunity elsewhere. As

rodeos, concerts and even Elvis Presley, since 1951,” said Alabama Agriculture and
Industries Commissioner John McMillan. “We have taken steps to see that she will
remain in good working order and may even receive a face lift and other help in the near
term.”
While a number of options to revive the coliseum are under discussion, in the interim,
the Alabama National Fair has agreed to operate the coliseum. The coliseum has 31,000
square feet of space, with a seating capacity of 13,500. The property includes a livestock
barn, the W.O. Crawford covered outdoor arena, the Ed Teague outdoor arena, as well as
a swine barn, dairy barn and exhibit building.
McMillan, in his role as state agriculture commissioner, chairs the Agriculture Center
Redevelopment Board, created by legislation earlier this year. The new legislation

commissioner of agriculture, mayor of Montgomery, president of the Montgomery City
Council, Montgomery County Commission chair, plus four others who directly sit on
the board.
“The legislation brought together all stakeholders necessary for Garrett Coliseum to
be successful. All who have a vested interest I the coliseum are involved and committed
to its success,” McMillan said.
At a press conference announcing the board changes, McMillan thanked State Rep.
Joe Hubbard and State Sen. Dick Brewbaker, both of Montgomery, for sponsoring the
legislation to create the redevelopment corporation, which had the authority to move
forward with an action to ensure the viability of Garrett Coliseum.
Every effort is being made to accommodate the schedule of previously scheduled
events, including the fair, which will be held in October.

The Alabama Grocers Association presented Alabama
Agriculture and Industries Commissioner John McMillan
with its Spirit of Alabama award at its annual convention in
late July.
The award, which was presented by Alabama Grocers
Association President Ellie Smotherman Taylor, is given in
honor of McMillan’s support of food safety, the food industry
and for his support of products grown, manufactured and
processed in Alabama.
McMillan is a six-generation Alabama native with
roots in Baldwin County. His life’s work has centered on
agri-business, forest products, wildlife protection, natural
resource management and the protection of personal property
rights. From 1974-1982, he served in the Alabama House of
Representatives and chaired the Agriculture, Forestry and
Natural Resource Committee before serving as executive
vice president of the Alabama Forestry Association for over
20 years. In November, he was elected to the post he now
holds.
The Spirit of Alabama award was established in 2006 to
honor those who support the Alabama Grocers Association
and have commitment to the State of Alabama food industry.
The association is a state trade group representing the
grocery retail industry.
